Informants: Betty Chen ID number: 421124198610012124 phone number: 138072587772014 on April 9中央纪律检查委员会：2013年5月16日，教育部办公厅终于下发了《教育部办公厅关于2013年中小学教学用书有关事项的通知》教基二厅函【2013】 13号文件，至此，义务教育课程标准实验教材两个阶段的修订送审工作基本结束，这份原计划在2013年3月份之前就应该下发的文件为什么推迟2个多月才下 发？下发的文件为什么又再一次规定2013年秋季不再重新选用审查通过的新教材而继续沿用2012年秋季教材版本？所有这一切都和这份文件附件1 《2013年审定通过的义务教育课程标准教学用书目录》中非法送审通过的12套“袁氏教材”有着极大的关联，且这12套非法送审的“袁氏教材”都是由一个 叫袁昕的总编辑（北京出版社教材中心）统一总策划送审和运作通过审查的。袁昕何许人也？为什么能让市场价值几十亿元、本无送审资格的12套“袁氏教材”顺 利送交教育部审查且能全部整套一次通过审查？经过深入调查了解得知：1978年12月出生的袁昕是现任教育部袁贵仁部长的亲生儿子，难怪他有这么大的非法 操控能量。一．副司长申继亮2011年7月会议确定：教材修订送审“只减不增”2001年6月7日，中华人民共和国教育部令第11号《中小学教材编写审定 管理暂行办法》颁发后，我国中小学教材编写出版打破了：“一纲一本”的垄断局面，迎来了“一纲多本”的市场竞争格局，确定了教材编写需要实行的三个阶 段：①立项和核准；②初审和试验；③审定（终审）。2001年7月，教育部颁布了义务教育阶段17个学科的18种课程标准（实验稿），自此，以后十数年依 据各个学科课程标准（实验稿）而编写的各学科实验教材在经过教育部立项核准程序和初审通过程序之后，陆续被全国各盛市、自治区下属的地市教材委员会选用试 验。2011年6月27日，教育部基础教育二司下发了《关于召开义务教育课程标准实验教材修订工作会议的通知》教基二司函【2011】18号文件，通知规 定：2011年7月11日-12日在国家教育行政学院校长大厦召开实验教材修订工作会议，并规定参会人员为各学科实验教材主编和教材出版社负责人各1人参 加会议，于是，已使用10年的各学科义务教育课程标准实验教材修订送审工作正式启动。在2011年7月11日-12日的教材修订送审工作会议上，代表教育 部做教材修订送审部署具体工作的基础教育二司申继亮副司长向全体与会人员做出了如下的承诺部署：1.只修订送审义务教育数学、英语、日语、俄语、物理、化 学、生物、地理、音乐、美术、艺术、历史与社会、中学科学、体育与健康；2.教材修订与送审时间为2011年7月至2012年12月，由于领导要求 2012年秋季起始年级（一年级和七年级）要使用修订后的新教材，因此，教材修订送审分为两个阶段进行。第一阶段：2011年7月至2012年1月。完成 修订的学科和册次是：小学阶段的数学、音乐、美术、艺术、英语5个学科的前2册，体育与健康（教师用书）第一册。初中阶段的数学、物理、化学、生物、科 学、地理、历史与社会、外语（英语、日语、俄语）、音乐、美术、艺术11个学科的前2册和体育与健康的七年级全一册。上述学科及册次报送审查时间为 2012年1月底。第二阶段：2012年2月-2012年11月。完成余下所有册次教材的修订工作。2012年12月报送审查。3、本次教材修订送审只限 于教育部印发的《2009年基础教育课程标准实验教学用书目录》（教基厅【2008】6号、《2010年中小学教学用书目录（变动部分）》（教基二厅函 【2009】16号）、《2011年中小学教学用书目录（变动部分）》（教基二厅函【2010】20号）等共3年《教育部教学用书目录》文件中涉及的以上 学科和年段、经过立项核准程序、初审通过程序且已经试验使用多年的课程标准实验教材，且申继亮副司长在大会上面向全体参会的教材出版社负责人和教材主编特 别强调了本次教材修订送审不再接收2009年—2011年共3年《教育部教学用书目录》文件之外的任何单位的教材送审，即本次教材修订送审是“只减不增” （相对最近3年《教育部教学用书目录》中的教材而言）。二、教育部文件明确规定：教材修订送审“只减不增”（一）、2011年9月28日《教育部办公厅关 于启动义务教育课程标准实验教材修订送审工作的通知》教基二厅函【2011】21号文件中第二条第2款教材修订的任务：依据2001年发布的义务教育课程 设置实验方案和课程标准编写的小学阶段的数学、音乐、美术、艺术、英语、体育与健康（教师用书）等6个学科和初中阶段的数学、物理、化学、生物、科学、地 理、历史与社会、外语（英语、日语、俄语）、音乐、美术、艺术、体育与健康等12个学科的教材（含五四学制教材）。德育、语文、历史和小学科学教材另作安 排。英语学科以原审查通过的教材为准，不得更改使用起点和起始年级。第四条第（二）款教材送审需提交的材料包括：1.实验教材使用报告。主要包括实验教材 的使用地区和累计总量、使用效果、存在的问题及分析等。2.整套教材修订方案。主要包括整套教材的编写指导思想、修订目标、修订依据、拟修订哪些方面、修 订后的基本架构与编写体例、质量保障措施、人员安排、时间进度等。3．送审教材修订说明。主要包括送审教材修订前后在教材内容与编排、难度、特色等方面的 变化情况。由此可见，此次送审只是根据2001年发布的义务教育课程设置实验方案和2001年发布的义务教育课程标准（实验稿）编写的、且初审通过的、 2001年—2011年在全国市场上已使用10多年的课程标准实验教材（如送审报告中要提供实验教材的使用地区和累计总量、使用效果等）。（二）、 2012年10月22日，教育部基础教育二司下发了《关于第二批义务教育课程标准教材送审的通知》教基二司函【2012】114号第一条送审教材范 围：1.小学阶段的数学、音乐、美术、艺术、英语、体育与健康（教师用书）6个学科除起始年级外的其余册次。2.初中阶段的数学、物理、生物、科学、地 理、历史与社会、英语、日语、俄语、音乐、美术、艺术和体育与健康14个学科除起始年级外的其余册次。3.2012年4月审查结论为重新送审的教材。由上 1、2、3可以看出，第二批小学阶段和初中阶段送审教材范围很明确，即第一批送审通过的除起始年级外的其余册次教材。或第一批送审结论为重新送审的教材， 也就是说第一批没有送审的教材不能在第二批送审。三、12套“袁氏教材”突破了教育部送审规定且全部整套通过审查2011年7月11日-12日教育部召开 义务教育课程标准实验教材修订送审工作会议时，北京出版社和北京教育科学研究院均有派人参加（会议名单上有标注），因此，这两家单位也就肯定听到申继亮副 司长在会上所说的本次教材修订送审的范围是前3年《教育部教学用书目录》上已有的且试用多年的实验教材，也肯定听到本次教材修订送审“只减不增”这一句 话。这两家单位也更加明白他们的12套“袁氏教材”不在这次送审范围之内（因为不在最近3年《教育部教学用书目录》之内，所以无资格送审）。因此，在 2012年1月的第一阶段送审时，迫于各教材出版社的监督压力，教育部基础教育二司申继亮副司长等少数官员没敢接受这12套根本没有送审资格的“袁氏教 材”。因而，根据以上教育部第二批送审教材范围的要求，教育部袁贵仁部长的亲生儿子袁昕主导的12套“袁氏教材”根本不在第二批送审教材范围之内，因为这 12套“袁氏教材”全部都是在教育部第二批教材送审过程中整套一次性通过审查，既不属于“除起始年级外的其余册次教材”，也不属于“2012年4月审查结 论为重新送审的教材”，是属于运用地下非法手段、偷偷摸摸硬塞进去审查的非法送审教材。然而，这12套非法送审的“袁氏教材”不但获得了送审资格，而且还 全部整套一次性通过审查后并很快（几天时间）被列入了2013年5月16日下发的《教育部办公厅关于2013年中小学教学用书有关事项的通知》附件1 《2013年审定通过的义务教育课程标准教学用书目录》之中。袁贵仁部长的亲生儿子袁昕操控的12套“袁氏教材”均由北京教育科学研究院编写，分别由4家 出版社出版，具体如下：教材学科主编编写、出版单位书名册次2013年教育部教学用书目录中页码、行数数学王燕春北京教育科学研究院北京出版社义务教育教 科书﹒数学一年级上册至六年级下册第4页第2行英语胡壮麟北京教育科学研究院北京出版社义务教育教科书﹒英语（一年级起点）一年级上册至六年级下册第5页 第1行美术杨力北京教育科学研究院人民美术出版社义务教育教科书﹒美术一年级上册至六年级下册第9页第1行音乐敬谱北京教育科学研究院人民音乐出版社义务 教育教科书﹒音乐一年级上册至六年级下册第10页第5行体育罗希尧北京教育科学研究院北京出版社义务教育教科书﹒体育与健康教师用书一年级至六年级各全一 册第11页第5行数学王燕春北京教育科学研究院北京出版社义务教育教科书﹒数学七年级上册至九年级下册第12页第2行英语王蔷北京教育科学研究院北京师范 大学出版社义务教育教科书﹒英语七年级上册至八年级下册九年级全一册第13页第2行物理闫金铎北京教育科学研究院北京师范大学出版社义务教育教科书﹒物理 八年级全一册九年级全一册第14页第2行化学宋心琦北京教育科学研究院北京出版社义务教育教科书﹒化学上、下册第14页第9行生物朱立祥北京教育科学研究 院北京出版社义务教育教科书﹒生物七年级上册至八年级下册第15页第5行美术杨力北京教育科学研究院人民美术出版社义务教育教科书﹒美术七年级上册至九年 级下册第18页第10行音乐敬谱北京教育科学研究院人民音乐出版社义务教育教科书﹒音乐七年级上册至九年级下册第20页第1行
四、 非法送审的12套“袁氏教材”通过审查后的市场价值：教育部长儿子袁昕所主导的整套一次性通过审查后（没有经过立项核准、初审试验程序）的12套“袁氏教 材”中，除了5套副科教材（小学音乐、美术、体育、初中音乐、美术）外，其它7套教材均为主科教材。按照一套主科教材2.5亿元、副科教材5000万元的 市场价值行情，通过教育部审查（而且是终审）并被列入2013年《教育部教学用书目录》后的12套“袁氏教材”市场总价值为7X2.5+5X0.5=20 亿元（人民币）。这仅仅是刚刚审查通过、刚刚列入2013年《教育部教学用书目录》（全国各地市教材选用委员会可以选用的标志）且全国还没有一本使用量的 市场价值（即这12套“袁氏教材”对外出售的话，各教材出版社会争着花费20亿元买下这12套“袁氏教材”的全部著作权等一切权利）。如果以后年度袁昕再 利用其老爸职权的影响，在全国“游说”数个以上省教育行政部门领导使用这12套“袁氏教材”的话，按照市场占有率10-30%比率推算，则12套“袁氏教 材”的市场价值将会再翻5至10倍以上即100亿元至200亿元以上了。
五、袁昕利用老爸教育部部 长职权的影响力，迫使新教材重新选用时间推迟两年证据1、申继亮副司长代表教育部在2011年7月11日-12日启动的教材修订送审工作会议上明确强调 说：2012年秋季全国各地起始年级重新选用修订后审查通过的新教材。然而直到2012年4月17日才从教育部办公厅下发的《教育部办公厅关于2012年 中小学教学用书有关事项的通知》教基二厅函【2012】9号文件中看到：经研究决定，2012年秋季学期各地仍沿用2011年所选定的教材版本，除特殊情 况外，不得更换其他出版社出版的教材。这也就是说，2012年秋季不再选用新教材了，什么原因不选了呢？答案只有一个，拖延时间，让2012年不敢送审而 在2013年非法送审通过的12套“袁氏教材”也能有充裕的教材推广时间分享这10年一遇的教材选用机会呗！随后1个月，各教材出版社通过电话从教育部基 础教育二司获得确认以下信息：等第二阶段所有年级教材送审结束后，2013年秋季学期全国各地再重新选用修订后送审通过的新教材。这一次，各教材出版社认 为教育部会说话算数——即2013年是10年一遇的教材推广选用的大选之年呢！然而，各教材出版社又再一次被袁昕操纵的教育部基础教育二司少数官员骗了一 把。证据2、教育部基础教育二司在2012年10月22日下发的《关于第二批义务教育课程标准教材送审的通知》教基二司函【2012】114号文件要 求：2012年12月28日前送审第二批教材。按照教材送审时间进度惯例，最迟2013年3月中旬第二批教材送审结束且立即公布二个阶段全部送审通过的所 有学科、所有年级教材的“教学用书目录”，则2013年秋季还至少有3个月（2013年3月-6月）的教材重新选用时间，然而，由于教育部部长儿子袁昕的 非法操纵阻碍，本应在2013年3月中旬之前公布的教材修订审查通过的《教育部教学用书目录》又一次被人为推迟到5月16日才对外公布，也因而导致了推迟 2个多月下发的《教育部办公厅关于2013年中小学教学用书有关事项的通知》教基二厅函【2013】13号文件第3条：鉴于2013年用于教材选用时间不 足，为保证中小学正常教学秩序，2013年秋季学期各地仍沿用2012年使用的教材版本。也就是说，2013年秋季重新选用新教材又泡汤了。由于教育部部 长儿子袁昕的非法操控，10年一遇的教材选用机会及教材版本大洗牌的时间被从2012年推迟到2013年，再从2013年推迟到2014年，从而为教育部 部长儿子袁昕所主导的、刚刚审定通过的12套非法送审的“袁氏教材”赢得了整整一周年的推广选用时间（如果2012年或2013年允许全国各地重新选用新 教材，这12套在2013年5月16日刚刚审定通过且刚刚列入2013年《教育部教学用书目录》的“袁氏教材”根本没有多余的时间推广选用，而10年一遇 选用教材的最好机会只能出现一年，新教材版本在2012年秋季或2013年秋季一旦选定，以后年度全国各地市教材选用委员会要想改选教材版本将会非常之 难。因为改选任何一个学科的教材版本将会涉及该学科教材选用地区全体教师的教材培训、重新编写教案、所有教研活动的重新组织安排等等）。证据3、就在所有 教材出版社于2013年3月满怀期望地等待教育部下发2013年“教学用书目录”用于推广选用2013年秋季全国各地的新修订教材之时，各教材出版社之间 即传出2013年教材可能又不再选用且继续沿用2012年版本的信息。因此，从2013年3月至5月整整2个月时间，各教材出版社对于2013年秋季为什 么不重新选用新修订教材的真正理由一直不能理解，也有教材出版社猜想是不是有人操纵不让选？也有出版社曾猜想是人教社在操纵，因为全国现有中小学教材市场 属于人教社最大，占全国市场的60%以上，保持现状是人教社的最大理想。当然，等到5月16日教育部下发了《教育部办公厅关于2013年中小学教学用书有 关事项的通知》教基二厅函【2013】13号文件后（网上有公布），所有教材出版社终于知道了新修订教材被推迟整整二年（从2012年推迟到2014年） 才允许重新选用原因的幕后推手是北京出版社教材中心总编辑、现任教育部部长的儿子、35岁的官二代袁昕袁大公子。证据4、根据教育部办公厅2011年9月 28日下发的教基二厅函【2011】21号文件规定：第一阶段的教材送审截止时间为2012年1月31日，而正式下发第一阶段教材送审结果的文件——《教 育部办公厅关于2012年中小学教学用书有关事项的通知》教基二厅函【2012】9号的时间为2012年4月17日，即第一阶段教材送审截止日至结果文件 下发日合计用时为76天。第二阶段的教材送审截止时间为2012年12月28日，比第一阶段送审截止时间整整提前了一个月零3天，按照第一阶段教材送审截 止时间到公布结果所需76天的时间推算，则教育部下发第二阶段教材送审结果文件的最迟时间应该为2013年3月15日，如果此时下发第二阶段教材送审结果 文件，则2013年秋季学期全国各地完全还有近3个月的时间重新选用新修订通过的教材。然而，教育部办公厅下发的第二阶段教材（含第一阶段送审通过审查的 教材）送审结果的文件——《教育部办公厅关于2013年中小学教学用书有关事项的通知》教基二厅函【2013】13号的落款时间为2013年5月16日。 即第二阶段教材送审截止日到公布结果整整被人为操控推迟了2个月零一天。当然，此时再重新选用2013年秋季学期的新版本教材肯定是来不及了，只好在此推 迟2个多月的文件中再一次规定沿用2012年度的教材版本了。证据5、教育部办公厅2012年4月17日下发的《教育部办公厅关于2012年中小学教学用 书有关事项的通知》教基二厅函【2012】9号文件的主要内容除了规定2012年秋季学期全国各地不再重新选用新教材而是沿用2011年秋季教材版本之 外，还用一个附件列出了《2012年秋季起始年级停止使用教材目录》（即第一阶段没有通过审查的教材），而没有对外公布各家教材出版社第一阶段通过审查的 教材。基于教育部要求2013年秋季学期全国各地不再重新选用新教材这一相对于2012年秋季学期的同样规定，教育部办公厅2013年5月16日下发的 《教育部办公厅关于2013年中小学教学用书有关事项的通知》教基二厅函【2013】13号文件的附件目录也应该是公布《2013年秋季起始年级停止使用 的教材目录》（即第二阶段没有通过审查的教材）。这是因为，既然2013年也不让重新选用新教材，则2013年就没有公布审定通过教材版本目录的必要，而 留待2014年统一对外公布。但是，由于第二阶段教材送审时非法添加了12套审定通过的“袁氏教材”，所以，本次审定通过的新教材要提前一周年公布，否 则，12套“袁氏教材”将在全国范围内无人知晓其已经全部终审通过审查，从而将无法赢得整整一周年推广选用的时间（2013年5月-2014年5月），因 为在此之前没有任何官方文件指出12套“袁氏教材”通过审查及列入任何年度的《教育部教学目录》，因此，全国各地市教材选用委员会将无法知晓、更无法将其 列入备选对象。
六、袁昕利用袁贵仁部长职权的影响力获取北京出版社教材中心总编辑职位（年薪50万 元以上）2009年以前，袁贵仁为教育部副部长，其儿子袁昕在北京出版社教材中心并不担任领导职务，2009年袁贵仁担任正部长主持教育部工作后，其儿子 袁昕立即升任北京出版社教材中心总编辑且专门负责教材编写与送审工作。本来教材中心是主任（相当于教材分社社长）负责制，由于袁昕的老爸是教育部长的职权 关系，北京出版社领导只好改变规定，由总编辑负责教材中心所有事务了。据说，在北京出版社（又称北京出版集团），自从袁昕的老爸升任正部长之后，袁昕从此 就无比的飞扬跋扈，上至集团的董事长、总经理都惧怕袁昕三分，且事事让着这位袁大公子。当然，集团的副总和中层领导更不在袁大公子眼里了。七、12套“袁 氏教材”非法送审蓄谋已久，教育部基础教育二司分管副司长申继亮滥用职权紧密配合12套“袁氏教材”的非法送审从教育部2011年7月11日-12日有关 教材修订送审会议的正式名单中可以看到有北京出版社教材中心和北京教育科学研究院的多人参加，再结合2013年5月16日教育部公布的《教育部办公厅关于 2013年中小学教学用书有关事项的通知》教基二厅函【2013】13号文件附件1“教学用书目录”中非法送审通过的12套“袁氏教材”全部均由北京教育 科学研究院编写和北京出版社出版了其中主要6套“袁氏教材”，这就足足可以充分说明这样3个道理：1、袁昕利用其老爸部长职权非法送审12套“袁氏教材” 蓄谋已久，且教育部基础教育二司分管副司长申继亮滥用职权配合其非法送审教材；2、教育部基础教育二司副司长申继亮等少数官员滥用职权（拍袁昕老爸马屁） 创造一切条件和机会配合及帮助袁昕送审12套“袁氏教材”及暗箱操作帮助这12套“袁氏教材”审查通过、列入2013年《教育部教学用书目录》以及修改教 育部文件、拖延、推迟全国各地重新选用新教材2年。3、申继亮副司长在2008年11月到教育部基础教育二司担任主管教材送审的副司长之前，一直都是在北 京师范大学担任教授工作，这也可能是北京师范大学出版社可以分到此次非法送审通过的12套“袁氏教材”中2个主要学科教材（初中英语和物理）的主要原因 吧！八、12套“袁氏教材”永远也绕不开无资格送审的理由如果12套“袁氏教材”非法送审及全部通过审查事件被举报或媒体曝光之后，相信教育部负责教材送 审的副司长申继亮等少数官员为了开脱罪责肯定会找一些“不是理由的理由”说这12套“袁氏教材”有送审资格等等，那么至少还有3条永远也绕不开的无资格、 不能送审的理由：1、2011年7月至2012年12月进行二个阶段送审的教材均是经过立项核准程序和初审通过程序后在全国各地试验8至11年以上的实验 教材，而12套“袁氏教材”没有经过教育部立项核准和初审通过程序，更没有在全国各地试用过1年时间，而是短时间“编好”后直接进入终审。这样审查通过的 教材怎么能保证质量并作为2亿多中小学生上课用的课本呢？教育部主管教材送审的申继亮副司长难道不懂得这么一个基本的常识吗？2、北京出版社教材中心总编 辑是教育部现任部长袁贵仁的儿子，根据《中国共产党党员领导干部廉洁从政若干准则》第五条第六款、第七款的规定：“党员领导干部不准为配偶、子女及其配偶 以及其他亲属经商、办企业提供便利条件，或者党员领导干部之间利用职权相互为对方配偶、子女及其配偶以及其他亲属经商、办企业提供便利条件；不得允许、纵 容配偶、子女及其配偶，在本人管辖的地区和业务范围内个人从事可能与公共利益发生冲突的经商、办企业、社会中介服务等活动……”难道袁贵仁部长和教育部主 管教材送审的申继亮副司长不知道袁昕总编辑是现任教育部部长的儿子而必须回避有关教材送审等事项吗？3、退一万步说，假设教育部负责教材送审的申继亮副司 长为了开脱责任辩解说，从2012年12月开始，国家教材编写送审的政策规定发生了重大变化，已经不再需要经过教材编写的立项和核准以及教材的初审和试验 这2个环节了，可以直接进入教材的审定（终审）环节。如果政策规定是这样的话，那么，至少最迟于2012年12月之前，教育部至少应该给所有教材出版社发 布一个通知或在教育部官方网站或其它任何媒体公布这一教材送审政策的重大变动信息，以便让中国所有想投资教材编写及出版发行的任何出版单位和个人能和官二 代袁昕一样——在同一时间起跑线上来分享这一教材送审政策重大变动信息带来的投资机会，从而做出是否也在2012年12月送审教材（至少全国83家教材出 版社几乎家家都有已经编好且正在等待送审的各学科整套教材）的决定。然而，事实情况是，在2013年5月16日之前，83家教材出版社和其他中国的任何单 位和个人等（和12套“袁氏教材”相关的单位和个人除外）没有任何一家单位、任何一人知道这一教材送审政策的重大变动信息。九、12套“袁氏教材”的严重 违法性和社会危害性1、2001年6月7日教育部令第11号《中小学教材编写审定管理暂行办法》颁布以来，中小学教材的编写审定管理程序为：①教材编写的 立项和核准；②教材的初审与试验；③教材的审定。从2001年到2012年，全国83家教材出版社花费整整11周年以上的时间以及数千万元甚至数亿元的资 金才完成了从教材立项核准、初审和试验2个不可缺少的、能充分保证教材使用质量的重要阶段。83家教材出版社在经过了这痛苦的、11年多的教材立项核准、 初审试验的磨难之后，才迎来了11年之后最终教材的审定资格（终审）。而官二代袁昕袁大公子仅仅凭借其老爸是教育部现任部长的影响力关系，就可以操控教育 部基础教育二司负责教材送审的少数官员，让其操控的12套“袁氏教材”免除对保证教材质量有重要影响的立项核准环节和初审试验环节，而直接进入教材终审这 一最后环节。况且这12套“袁氏教材”还全部整套一次通过审查。不经过立项核准、初审和试验2个程序而直接匆忙进入终审程序的教材怎么能保证其使用质量 呢？这可是供2亿多中国中小学生选用的课本啊！难道就因为是教育部部长的儿子就享有特权而不顾及教材的使用质量而任意送审教材吗？就可以不顾中国2亿多中 小学生的教育质量而任意玩弄欺骗中国的2亿多中小学生吗？最后请求：1.希望中纪委立案调查袁昕利用其父亲为教育部部长的影响力操控送审12套“袁氏教 材”且全部一次性通过审查过程中的违法违规行为和申继亮副司长等少数官员滥用职权玩忽职守的违法行为；2．希望立即取消非法送审且通过审查的12套“袁氏 教材”资格；3.追查12套“袁氏教材”非法送审且通过审查背后是否还存在其它非法交易行为。如以上举报事项在2014年4月12日之前没有回应和处理， 举报人有权向所有网络媒体实名举报。举报人：陈贝蒂身份证号：421124198610012124手机号：138072587772014年4月9日

读教材、设计课程，最终形成了具有学校特色的校本课程电子教材以及实践了国家电子教材。本次阶段会上，白家庄小学分两个会场分别呈现了2节国家课程和3节
一体的《视听写作》校本课程，分别是：李娜老师执教的国家课程音乐课《我的小绵羊》、郑博森老师执教的国家课程科学课《我们的消化道》；《视听写作》校本
课程为：美术张玲老师执教的《视听写作——摄影》、语文高爱访老师执教的《视听写作——写作》、音乐唐潇潇老师执教的《视听写作——音乐创编》。尤其《视
听写作》校本课程给与会专家和老师们留下的感受是：前所未有、耳目一新……
在
研讨阶段，白家庄小学祖雪媛校长做了《开发实验电子教材，推进课堂教学改革》的经验发言，就白家庄小学电子教材开发的背景和推进的策略进行了介绍，尤其提
到“认识的高度直接影响着推进的速度和研究的质量”的思路获得与会领导、专家充分肯定。祖校长介绍了学校参与的两个方面的实验与研究：一是参与国家课程电
子教材的研发与编写；二是进行校本课程电子教材的自主研发与编写。在整个实验研究过程中，突出体现了主动建构不断完善、聚集力量群策群力、整合资源系统呈现的三个特点。
针
对《视听写作》校本课程的开发，白家庄小学科研主管杜文丽主任借用《毛诗序》“情动于中而形于言，言之不足，故嗟叹之，嗟叹之不足，故咏歌之，咏歌之不
足，不知手之舞之足之蹈之也”来解读《视听写作》这门校本课程开发的初衷，希望这门新课程能够体现出人最本真的内心情感，将学生的情感流程与思维流程完美
结合，促进学生多元发展。
北京市教委基教处李奕处长说道：电子教材是传统纸质教材的补充和丰富，供给的方式发生改变，由平面变成立体。教师在使用设备时是有思考的、也是把资源进行有机组合的，在保留原有资源的基础上又为学生提供更丰富的学习内容。这次的实验是非常有意义的。
清华大学新闻学与传播学院副院长陈昌凤教授对《视听写作》课程进行了点评：《视听写作——摄影》《视听写作——写作》《视听写作——音乐创编》这三门课融合得非常完美。感受到课程的前瞻性和创新性，来自于课程的实践到其中体现的理念都确确实实地站在了时朝的最前沿。同学们也同时表现出高水平的素质与创新性和创造性。
北京大学教育学院教育技术系郭文革教授点评：今天的成果是激动人心的。新技术造成新的教育环境，但课堂是有注意力焦点的，老师在课堂设计中思考了许多，教学设计中的许多点是符合认识论上的许多特点。
北京教育科学研究院方中雄副院长讲到：电子教材的开发和应用是需要方方面面的探索和努力的，尤其白家庄小学的阶段展示带给大家许多惊喜的成果。
朝阳区小教科安副科长用“四个动”来形容听课的感受：心动、感动、触动、行动。
北京市白家庄小学自2011年就参与到电子教材课程研究项目。此项目得到了相关领导与老师们的高度重视与大力支持。在此项目中领导们群策群力、统筹兼顾；教师们在教材、课程上集思广益，发挥自己优势，最终在此次活动中大放异彩。
电子教材是一个新生事物，标志着教育的一个新的发展方向、重要趋势。在这一领域中，白家庄小学已经走在了时代的前沿，作为一个先驱者、引领者，在朝阳区的教育界中发挥着举足轻重的作用。相信电子教材之一教学平台不但能带给学生们更广阔的学习空间，带给老师更加灿烂的讲台，还能带给学校更美好的明天。在新世纪的教育道路上白家庄小学将会勇攀高峰，屡创佳绩。

奇，再加一句话就气吞山河、举世瞩目、跌宕起伏，此人是毛泽东的亲孙子，他似乎比毛泽东有创意，正所谓长江后浪推前浪，后生可畏。学习他的理论观点，一定
会把我们领进新时代。那么他会把我们领进一个什么样的新时代呢？
一、
毛新宇把我们领进一个休闲时代。他指出：
“希望全国人民能永远记住新中国的缔造者和伟大领袖，比如我的爷爷毛泽东。我觉得应该采取多种形式、广泛地宣传领袖的事迹和思想，比如将毛泽东的诞辰和忌
辰定为法定节假日或纪念日。”这个想法好，经过毛泽东批判马寅初人口论之后多生了三亿人，这多生的三亿人口相当于美国总人口。按毛泽东想法，人多力量大，
众志成城。如果发生第三次世界大战，死三分之一无所谓，再批一个马寅初就会又生出来三亿人口甚至更多。令毛泽东遗憾的是，第三次世界大战没打起来，多了三
亿人也就那么多着。人一多，事就多。事一多，领导就很忙。要想让大家事少，领导不忙，就得休息，就得放假。把毛泽东生与死的日期当作假期休息日成就了民众
和领导的好事。纪念毛泽东就放假，国家就稳定了，领导事就少了，社会就和谐了，毛泽东就永远活在人民心中了。大家可以旅旅游，到一趟大城市，美美容。这不
但带动了旅游事业的发展，而且还解决了很多人的就业问题。说不定通过毛泽东纪念日还能解决金融危机呢，因为毛泽东实在是神力无边。
毛
泽东说他自己是马克思加秦始皇，为了以示尊重，爱屋及乌，把马克思、秦始皇生死日期加上，共六天假日，全国人民与毛泽东同生死两界，天上地上共欢乐，好得
很。如果再把中国的孔子、孟子生与死的日期加上就更好了，把世界上所有名人的生死日期加上最好。果真如此的话，估计一年三百六十五天都放假也不够。这才是
太平天国，大同世界。想象一下，天天放假，天天花着印有毛泽东头像的百元人民币，要多好有多好，好上加好，要多幸福有多幸福，不幸福才怪。
二、毛新宇把我们领进一个伟人崇拜时代。他指出：“中国1000年里不可能再有毛泽东这么伟大的人”你看看人家，说这话都不用证据，多有才华！林彪曾说：毛泽东是五千年才出一个，如果再加上毛泽东孙子的一千年就是六千年。六千年才出一个毛泽东，真是不崇拜不得了呀。
他
说：“我从小就知道我的爷爷是毛泽东，也觉得我爷爷很伟大。3岁我就开始唱《北京的金山上》，真的就跟歌里唱的一样，觉得爷爷是金山上那颗光芒四射的红太
阳”。因此，毛新宇从5岁就开始背诵毛泽东诗词，他儿子毛东东两三岁的时候，邵华就教他唱《东方红》。毛新宇说：东东“比我要聪明，那个时候就已经能背3
首我爷爷的诗词了。”要别人崇拜，先从自己做起，榜样的力量是无穷的。
三、 毛新宇把我们领进一个新血统论时代。他指出：“说句真话，我这辈子有3个没有想到。我本以为大学毕业，我会继续研究我很感兴趣的明清历史，没想到我母亲坚 决要求我去研究毛泽东思想。现在看来，这个决策完全正确；第二，入党我也没有思想准备。我入党的日期特别有纪念意义，是
孙
子哪能不沾爷爷的光呢？否则血统论就没了市场。这要是在“文化大革命”反血统论会面临灭顶之灾，遇罗克就是证明。改革开放之后血统论在太子党那里涛声依
旧、市场巨大、潜力无限，毛新宇也没能免俗。他在被问到自己获得的荣誉和地位时，回答得就很血统：“我想这是全国人民对领袖的尊敬和爱戴，也是党中央对开
国元勋后代的培养和关心，也可以直接说是沾了我爷爷的光。”
四、
毛新宇把我们领进一个毛泽东思想指引航向的时代。他把毛泽东思想分为三部分：“第一个就是毛泽东哲学思想，这是毛泽东思想最精华的部分；第二个就是毛泽东
军事战略思想；再一个就是毛泽东政治韬略”。有毛泽东思想就不用别人思想，“我爷爷他老人家的智慧，是那些教授都比不了的”。教授都没法比，全国人民更没
法比，毛泽东一个人的思想就足够中国人享用。取消大学极为正确，国家改革开放之后办大学没必要。马克思主义、邓小平理论、“三个代表”、科学发展观都不用
学，毛泽东思想仍然是中国的指导思想，正如毛新宇所说：他“ 爷爷的著作博大精深，永远不会过时”。
他
爷爷的经济思想更具独特魅力：“中国现在面临的巨大问题还是完成工业化，不要忘了，中国真正的工业化建设是从毛泽东开始，中国要想完成工业化的历史任务，
就一定要考虑毛泽东思想”。他充满自信地说：“你说我武断也好、别的什么也好，我觉得如果没有毛泽东思想指导、没有马克思思想指导，我们工业化和现代化的
任务是完成不了的”。马克思思想都排在毛泽东思想的后面里，看来我们得倒时差，进入时空隧道让时光倒流先看到毛泽东才能看到马克思，没有毛泽东的引见，马
克思说不定还见不到。
五、
毛新宇把我们领进中国文化独尊时代。他指出：“毛泽东思想把马列主义中国化，把它变成了我们党的思想，这项事业是永恒的。”据研究毛泽东的专家学者说：毛
泽东主要是看中国古代的书，马克思主义的书他读得并不多。马克思的《德意志意识形态》、《资本论》及马克思晚年思想变化的书信都没有看过。在毛泽东那里马
克思主义中国化的实质是中国文化独尊化、大一统化、专制化和权术化。

网上介绍：邵华在读书学习上受过毛泽东直接指导和影响，她姐姐刘思齐和毛岸英结婚后，她常跑进中南海，被戏称为“小尾巴虫”。毛泽东对这位革命遗孤关切甚
厚，点拨她读史书，“死记硬背，算是知道了点皮毛，学历史要多读史料，多思考，能把‘为什么’都说清楚，这一课才算学好了。”毛泽东还与邵华一起谈论古诗
词。谈陆游，挥笔为她写下了《夜游宫》；谈王勃，写下了“落霞与孤鹜齐飞，秋水共长天一色”。为了让毛新宇接上他爷爷的精神血脉，邵华请王震给中央办公厅
写了一个批示。“让我去爷爷的书房看毛主席批的《二十四史》和哲学笔记，那时候我上大学。”毛新宇还自豪地说：“爷爷批注的《二十四史》我是第一读者”。
他却没有说毛泽东批注过马克思的哪本书，真是咄咄怪事！
六、 毛新宇把我们领进一个对计划生育进行检讨的时代。众所周知，计划生育是我国的基本国策，毛新宇没把这一国策放在眼里，他说他有两个孩子，很显然违背了计划 生育。这让我想起了毛泽东，他让司局干部搞法治，他自己搞人治。毛泽东的经典论说是：要什么法治，《人民日报》一篇社论什么问题都解决了。毛泽东的孙子深 得真传，要什么国策，生就是了，一生就什么问题都解决了。毛新宇与妻子刘滨育有一子一女。儿子毛东东出生于

毛新宇把我们领进一个评职称坐飞机的时代。我们没有从他的简历看到什么时候评上助理研究员、副研究员的，只看到了他是正研究员。一般地说，大学职称评定是
这样的：助教、讲师、副教授、教授，一般人评到教授时大致十到十五年甚至更长的时间。研究员的评定也大致如此，可人家一出山就是一个研究员，怪不得他和爷
爷一样都看不起大学教授。在他爷爷那里是对教授不屑，在他那里是坐飞机，教授们只好在地上走，坐飞机的哪能看上地上走的。如同国民党的军官和士兵，军官骑
马飞，士兵跟着跑。伟人就是伟人，伟人的后代还是伟人，不服不行，不崇拜不行，谁让爹妈没给那些教授那么大的智慧呢。话得说回来，毛新宇的研究员是由有高
贵的血统带来的，教授们没有高贵的血统，也就没有那么高的智慧。
读毛泽东的话得细细品味才能有收获，看毛新宇的观点也得有耐心。他的观点随空飘荡，经常不知所以，前后逻辑又不一致。这很符合游击战术，东一枪西一炮，不按套路出牌，蒋介石打不过毛泽东，我们的观点打不败毛新宇都是因为没有领会游击精髓的智慧。
云里雾里看不清，跟着走就行了，走了就进入新时代了。这个时代，老年人领教过，但已成过眼烟云。青年人没见过，它通向未来。毛新宇是70后，跟着他就会走进新时代。不过，在走向新时代之前，一定要问问老人。俗话说得好，不听老人言，吃亏在眼前。

墨西哥财长在新闻发布会上说，政府今年将削减83亿美元的财政支出，并为此做出一系列决定，除搁置高铁项目，还将取消尤卡坦半岛一处客运铁路项目。不过，墨西哥城的新机场建设计划不受影响。
去年11月3日，墨西哥宣布由中铁建牵头的国际联合体中标墨西哥高铁项目，但随后墨西哥总统夫人被爆和该国际联合体中一家墨西哥公司存在利益关联，引起公愤，墨西哥宣布取消中标结果，并重启招标过程。

标的具体日程为期半年，包括：1月29日发布招标完整信息；2月5日至2月10日组织相关企业实地考察；2月12日至2月24日相关企业可向墨交通部进行
